healthcare cost of Giffords shooting

Conservatives should answer how is it that the medical costs of the people injured in the mass shooting in Arizona be paid for? Rep. Giffords has healthcare coverage as a member of government. But what about someone there who was uninsured? Explain whether/how they can just opt out of the medical system as a victim of a horrible tragedy. Take this incident and multiply by the millions of people who for one reason or another unexpectedly need to use the healthcare system that they don't want to be forced into. They don't want a government single payer plan forced on them. They don't want an individual mandate forced on them. But presumably they want their lives to be saved. Who should pay and how?
