NFL tough justice not working

Roger Goodell is supposed to be a tough guy protecting the good name of the NFL. He is prone to enquiring about and ultimately suspending various players for getting into all kinds of trouble.

There needs to be more discussion about what he's doing because, it's not working.
Players from Michael Vick, to Big Ben in Pittsburgh, to Vince Young, and... keep getting into bad situations.

There's still steroid problems, and other issues.

The NFl actually needs tougher penalties for bad behavior.
They need to lay down the complete law, and then suspend people harshly.
Good people need to be punished in order for the policy to work.
People who care about their future and reputation are the ones who respond to punishment.
