One of the impeachment charges againt Illinois Governor Blagojevich was that he ignored a ruling from JCAR:
Joint Committee on Administrative Rules
They are a group of lawmakers appointed by the state Assembly leadership to make rulings on proposed executive branch activities based on the state law.
The Governor didn't like one of their rulings about health care. He ignored them and did what he wanted anyway.
The governor rightfully asserted that under our federal system that guarantees a republican form of government, there must be separation of powers, and JCAR has no authority over the governor.
If the legislature disapproved of the governor's actions, they could sue in court or pass a law (he would veto, and then override his veto).
