Obama's budget plan?

I've been wondering along with most of left-leaning Washington what exactly is the Obama administration plan to secure a budget for the rest of fiscal year 2010?

The Republicans are intent on making significant (symbolic) cuts to the discretionary budget that should be unacceptable to Democrats. They are on the attack, and Obama seems to be absent from the battle-field.

But....

I think the answer is the President is trying to run out the clock on the 2010 budget by waiting for the time when the Debt Limit will have to be increased. This way he can negotiate the two major items all at once rather than cutting two separate deals.

if I'm right, this is brilliant!

The Republicans will want to avoid defaulting on the debt and also shutting down the government. They will be willing to do something. Right now, if Obama makes a budget deal, he'll have to make another one in just a few weeks to raise the debt limit.

My best guess is the President is trying to get close enough to that important date when the ceiling must be raised so that he can take a strong position and demand a deal.
